Human resource management has the contents of the parts, where compensation management is one of the core contents. Performance pay system affects the entire enterprise management and operation. It is not only related to the vital interests of the employees, but also endanger the economic efficiency of enterprises. Since the Reform and Opening up, coal mining enterprises have kept growth rapid and stable, but the problem of human resource management has being given more attention, especially in performance-based pay system irrationality. Scientific rationalization of performance pay system, not only can increase the income of workers and labor motivation.meanwhile, employees can enhance sense of ownership to ensure the growing implementation of enterprise efficiency, and enhance the cohesion, making employees a fair sense of corporate distribution. However, although people have continued to innovate and improve the management system, make efforts to adapt to the social and economic growth, the deficiencies still exist and we still need to improve continuously and innovatively.Through performance pay system,enterprises make performance pay linked with outstanding achievement,so that employees from each level receive appropriate wages for improving employee performance. The pay system should be fair to improve,conform reasonable interests between enterprises and employees, and be provided with market competitiveness. Scientific and reasonable compensation system is essential for businesses to remain competitive. Unlike other enterprise features for coal enterprises, this research plays an irreplaceable role of the stable formation of incentive and restrictive mechanism.Moreover, it is important and significant to the continuous improvement and innovation of large state-owned enterprises pay for performance system, and the improvement of human resources management of various corporations..According to field research, the author made a large collection of original information and data about the performance pay system of the Tian’an Runhong Coal and carried out detailed studies seriously。As a result, there are many irrational obtained current system problems and defects. To solve these problems and defects, according to the terms of the performance impact of performance appraisal index system designed and scoring criteria, it forms a system with the use of qualitative and quantitative methods and mathematical modeling, based on the relevant theoretical basis for remuneration and compensation system, designed the employee performance salary payment system of the Tian’an Runhong Coal. It also developed a system for implementing and monitoring the corresponding measures of performance pay scheme.
