State-owned Coal Enterprises Performance Evaluation System

It is necessary to found and improve the performance evaluation system of state-owned coal enterprises for the government supervision of coal industry and for the improvement of the scientific management and international competitiveness of state-owned coal enterprises.Our present national performance evaluation system is only suitable for the common industry, while it does not reflect the features of coal enterprises. According to the researches of inland and overseas, this dissertation analyzes the statues quo and the problems of the performance evaluation system of state-owned coal enterprises and then broadens its range by four index systems of technological innovation, durable development, environment and security. This dissertation firstly selects the performance evaluation system index by Analytic method and Frequency Statistics method and then assigns the flexible strategy of all levels index by Delphi method and AHP. Refoundation of the performance evaluation system of state-owned coal enterprises can reflect the ecological and social benefits and the problems of source exhaustion and durable development, and it can caution security accidents of coal mines.
