With the advent of the knowledge economy and international economic integration, the Chinese enterprises have more opportunities, facing the unprecedented competition. More and more attention is focused on the huge role of human resources played in the enterprise competition, In fact, now the competitions among enterprises have the vast extent dependent on the competitiveness of human resources. Human resources management has naturally become the emphasis of enterprise management framework, effective human resource management has become a key for enterprises to maintain innovation and improve competitiveness. After reform and opening up since1980s, the western theory of human resource management is continually penetrate into the management of Chinese enterprises, allowing us to make deep research and application on scientific human resource management theory. Meanwhile, with the improving of market economy, receding of the demographic dividend, and development of information technology, enterprises will increasingly focus on mining the value of talent. Rational human resources management strategy will be critical to the competitiveness of today’s enterprises.EC company studied in this paper, which is one of the earliest mobile communications value-added service providers in China, has been established for13years. In the meantime, EC company has experienced the rise and fall of the industry. Although faced with increasingly fierce market competition, it maintained a sustained and stable development. Today, EC company has been a large software company with a total number of600employees, and has operations in more than20provinces. However, with the growing scale of the company, the company gets lower and lower operating efficiency. Volume of business has stood for several years, and product innovation lack of stamina. More and more internal contradictions apparently increase. According to author’s study on EC company, the main problem which restricts its development lies in management, mainly human resources management. Therefore, by combining human resource management theory and research on EC company’s present situation, this paper analyses the problem, and proposes targeted optimization program based on the knowledge learned in the MBA study, in order to help EC company improve their management capabilities.The first chapter introduces the research status of human resource management, and by describing the background of EC company presented the significance of this study and research ideas. The second chapter briefly reviews the origins of human resource management theory, this paper focuses on the research which involved in some of the classical theories of human resource management, including:competency theory, Maslow’s hierarchy of needs theory, equity theory and the theory of learning organization etc., to establish the theoretical foundation for the research of this article. The third chapter studies the present situation of EC company’s human resources management. This section describes the operating conditions and the structure of human resources. The fourth chapter identifies the main problems in all aspects through detailed analysis of the current situation of human resource management. To solve these problems, on the basis of the knowledge related to human resources management theory and other management experience used, the fifth chapter presents optimization measures in five aspects in human resource planning, recruitment, training, performance appraisal, compensation management, etc. These optimization measures have fully considered its urgency and feasibility. In order to implement the proposed optimization measures successfully in the future, the sixth chapter provides an effective support for the above measures in cultural guidance, organizational design and other aspects.
