In the twenty-first Century, the social economic structure started to change from industrial production economy to knowledge innovation economy. Especially in recent years, with the substantial increase in the minimum wage, Chinese enterprise also changed from the traditional labor-intensive to high-tech enterprises. With the development of high-tech enterprises, the end of the era of demographic dividend, the strategic management of human resources plays a more important role in the enterprise management. Therefore, whether a human resources management system is sound and whether the enterprise internal management is scientific and reasonable has affected the development of enterprises and achieving the strategic goal of the enterprises.The research object of this paper, Greenwheel Electric Group Co. Ltd, is a private high-tech enterprise founded in the early twentieth Century, mainly in research and development of new green energy products, electric vehicle production and sales. By researching on electric cars, electric energy source for over a decade, besides three core technologies and the eight key technologies on electric energy, Greenwheel has the technology and experience on mass production of electric vehicle, which cut a striking figure in the electric vehicle industry. But the management in Greenwheel,which is still in the level of’people managing people’,has not kept pace with its business development. The low management level caused some problems such as low satisfaction of employees,the lack of a sense of belonging,high staff turnover rate. Weak human resources management has affected the further development of the company. The research on the solution of the human resource management problem will help the company to establish a reasonable and perfect human resource management system.To deal with the existing problems, the paper puts forward a proposal of BT financing project acting build model for these questions.According to the investigation on the situation of human resources management in Greenwheel, combined with theoretical knowledge of strategic management of human resources, this paper did a diagnosis research on human resource management problems existing in Greenwheel group. The diagnosis is that Greenwheel group’s human resources management is too simple, many modules of human resource management is poor and Greenwheel lacks a clear human resources processes within the company. All of these led to the growth of the employees in the company slowed down. This paper thinks that Greenwheel group human resources management system begins with the establishment of strategic human resource,and then develop a sound system of recruitment, training, performance.This paper aims to study the current situation of the human resources of the Greenwheel, combing land ark of human resources management system, establish a scientific, reasonable human resource management system, enable the human resources department to become the enterprise strategic partners and contributes to in order to achieving the strategic goal of the company.
