Agent Construction System, also known as the system on behalf of industry, it’s to be applied in practice in foreign governments and related enterprises for a long time during1970s and1980s.It has been practiced for decades and has gradually maturing. After the reform and opening up, more and more projects produced in the process of economic and social development, they’re relying on a single construction unit and it’s difficult to meet the demand. What’s more, the advanced project management concepts of specialization companies could bring out the opportunity. In recent years in our country, project agent is a comprehensive and practical application, on the opposite, the theoretical studies are flawed and inadequate, so we need to get further explored and improved; on the other hand, the government investment projects makes the professional project management company particularly critical, better strengthen the management of the project during the construction of the project so as to enhance the overall quality of the results.This article focuses on the start of domestic and foreign agent system, it’s a comprehensive analysis and comparison with the foreign government investment projects developed regions in different modes agent system characteristics, and it’s also a clear concept of the domestic agent system, it is a project commissioned by the project funders agent construction units (with appropriate qualifications), through the whole process of project (including feasibility studies, survey, design, construction, supervision, etc.) of the project management, and according to the project design requirements, it can complete the construction period of the project work tasks and final acceptance.Firstly, the thesis compared the agent system with the traditional "self-formed ". Now our System Enterprises uneven is not fully compete in the market, which is not conducive to the overall development of agent construction industry, so as for a government department which should cultivate a more open mind to build markets. What’s more, the gent construction market competition mechanism should play a phasing out the kind of the small-scale, low level of construction organizations for the weak force, thereby reducing costs and avoiding malicious compressed duration of the phenomenon. Finally, comprehensive professional operation and management-management consulting multifunctional company, the real Risk-CM companies, franchise companies and other four could all get a full development.
