The Application Of Matrix Management Mode In Engineering Project

Electricity insufficiency has occurred in China since2001, and five major electricity groups, which were derived from electricity system reform, have campaigned in gaining more market share of power plant. This situation activated numerous electricity engineering design market. In the meantime, electric power design enterprises are under great pressure because of many factors, such as deficient labor force, tight construction schedules etc. Moreover, China’s consultation and design enterprise has been opened up for the international market since2006, the electric design enterprises have to compete in China and overseas. Therefore, both fulfilling tasks in high quality with limited resources a.s.a.p and enhancing project management are of great importance.In the paper, the properties, characteristics and strategies of electric power design and research institute are discussed. Southwest Electric Power Design Institute (SWEPDI) is selected as a sample to analyze this problem, after analyzed the organization structural’s characteristic and status, then analyzed advantage of previous organization structural. Duty ambiguity and rule disorder in project management system, which causes hesitation in engineering progress and obstacles in communication, may bring collisions within the company in internal management. SWEPDI has carried out3types project management modes, after analyzing the compare on the disadvantaged and excellence of3types project management modes. Shown opinions on applying strong matrix management mode in engineering design is proposed in this work. Based on the full explanation and discussion of matrix organization structure in project management, Dual leaders, namely, project manager and functional manager existing in the same matrix project in SWEPDI,The paper mainly contains five parts. In the first part, the research background, methods, purposes, meanings, and structure of the paper are introduced. The basic theoretical foundation is shown in the second part, including the basic theoretical knowledge of project management, as well as introduction of the definition, mode, and application scope of matrix project management,3types matrix organization structure’s recommendation, including the scope, definition and type. In the third part, according to the development, framework, human resource structure and work scope of SWEPDI, the current situation, features and existing problems of project management in SWEPDI are analyzed. In the fourth part, the application of matrix project management in SWEPDI is introduced, and the effect is analyzed, evaluated and assessed. Show the opinion on applying strong matrix management mode in engineering design. Finally, the conclusions are drawn in the last part, show the problem and localization in papers.
