"Three Rural Issues" problem is the basic problem in the process of Chinesemodernization. Agriculture is the foundation of the national economy and socialdevelopment,and is the most important to protect people’s basic necessities.It is also thebasic source of income for the farmers. But most of China’s agriculture is still facing theproblem of high input, high consumption and low output. Therefore, Transforming theagricultural production mode and optimizing the agricultural development is an importantand effective way to achieve “three stable” which including farmer’sincome,agricultural efficiency and the county’s economy.In this paper, there is a total of nine chapters.The first chapter is introduction; Thesecond chapter includes a theoretical foundation and research methods; The third chapteris study area. The fourth chapter includes the cost of agricultural production and incomeindicators data about Qitai northwest Wanxiang Santun; The fifth chapter explain thefactors about study area. From eco-environmental factors, cost factors, the impact ofproduction organization and institutional aspects influence to analyze the main factorsaffecting the economic development of this study area. The sixth chapter is the core focusof this article. In this part the study area is deeply summarized and analyzed from acost-saving modes, optimized production organization mode, public investment in ruralenvironments mode to propose Qitai northwest Santun rural and agricultural developmentmodel. Chapter VII is Qitai northwest Wanxiang Santun rural and agricultural developmentmodel optimizing exploration. Chapter Eight proposed countermeasures and suggestionsfor further development of rural and agricultural development model optimized on the basisof theoretical research and empirical analysis.Research shows that the study area belongs to typical high investment, low yield, highconsumption of capital intensive agriculture. The main factors affecting the localagricultural benefits are: the study area rent, crop costs and drilling expenses; Planting a single structure mainly wheat; Other crops limited role for the benefit of farmers;Agricultural production is still dependent on extensive land resources type. Three Tuncunland-dependent farming is not a sustainable model. High input, low-output farmingcharacteristics which means high land resources and capital investment, is the path toachieve economies of scale. But to achieve economies of scale farming increase, not onlycapital investment saving irrigation agriculture, but also need to actively promotebiotechnology, planting high-yielding crops. Therefore, to achieve sustainable developmentof agriculture in the study area, we must accelerate the shift of production and build aresource-saving agriculture. The crop costs and drilling costs are the main factors affectingincome in the study area. Based on the specific circumstances of the study area, this paperfurther explores the agricultural development model about this study area from cost savingsmodel, production organization mode, public investment in rural environments mode toachieve the best comprehensive benefit.
