This paper uses Scale economy theory, land rent land price theory, the theory of property right theory and transaction cost theory for reference, on the basis of land circulation research at home and abroad, the paper mainly studys three problems of Xinjiang agricultural land transfer: the extent of land circulation in Xinjiang, the way of land circulation and the economic benefits of farmland circulation by macroscopic statistical data and field survey data. Finally, relevant policy suggestions are put forward from three aspects such as speeding up the land circulation scale, improving the circulation of land reasonable specifications and cultivating land economic benefits based on the research conclusions.The circulation size of rural land has grown from 2008 to 2013, the total area of cultivated land up to327,000 hectares, accounting for 15.73% of the total arable land of Xinjiang family contracting, the proportion of arable land in northern Xinjiang is much higher than southern region. The main circulation modes are subcontracting, leasing and exchanging, transfer destination are mainly farmers, cooperatives and businesses, showing the current land transfer mainly subcontracting from farmers to farmers,households are still the the main business entities of cultivated land. Arable land to transfer land used to grow crops about 128,600 hectares in 2013, accounting for only 39.33% circulation area.Based on field research data, the average household arable land is 3.44, with an average land area of43.02 mu, the average area of agricultural land transfer 59.63 mu, land transfer under 40 acres accounts for75.41%. The main mode of land transfer is subcontract and lease-based, farmer preference for land transfer is consistent with the actual pattern. Agricultural land transfer deadline of household is five years and below,the short-term circulation accounting for 81.96%, farmer preference for the transfer time is less than five years and short-term circulation(74.70%). 69.40% of farmland circulation signs a contract, 72.55% of the contract is jointly drafted. Agricultural land transfer price on average is 410.81 yuan/mu per year, the price differences between the circulation patterns. The recognition of the farmers land transfer price on calculation methods are mainly market pricing and local governments to provide the reference price, andagreeing with the price of the land transfer price change accounts for 75.58 percent, there are 50.00% of the farmers choosing a one-time payment, follows by "once a year" approach, accounting for 31.40%.From the survey of farmers planting structure, 65.36% of farmers will to adjust planting structure of the agricultural land, the direction turning to high-value crops, for example, cotton, oilfields and other crops,and fruit-based inter-cropping, fruits and vegetables.The rent of cotton cultivated is higher than wheat`, but the circulation of cotton farmland profit is much higher than the profits of wheat, the issue that agricultural land using not to grain is outstanding. Based on multiple linear regression models, the proportion of agricultural income and land use right certificate have a significantly positive impact on the economic benefits of agricultural land, the impact of land area is significantly negative. Heck-man sample selection model and treatment effect model results show, the economic benefits of the transfer land is significantly lower than non-transfer of farmland, the ethnic of householder, regional distribution and agricultural land area per capita have a significantly positive impact on the economic benefits of the transfer, the age and education of householder, land transfer risk perception have significantly negative. Based on the results of the quantile regression, under tua=0.10 quantile, circulation patterns, circulation period and contract were significantly negative on economic benefits of the transfer farmland; in tua=0.25 quantile, circulation modes and the transfer deadline have significantly negative; under tua=0.50 quantile, transfer modes have negative significantly. It is indicates that the transfer characteristics of the agricultural land have a negative impact on low profit of land, while not have a significant impact on high profits of farmland.
