Ever since reform and opening, China has been a stage of rapid industrialization and urbanization. Most provinces have competed to attracted investment blindly to develop the economy. It on the one hand leaded to urban construction land expanding rapidly, extensive land use, taking up too much farmland, threatening country’s food security, on the other hand environmental pollution and destruction. In order to standard space development order,promote balanced development among regions, coordinate development and protection zone, China formally put forward National Development Priority Zoning in our country in2010. Regions are divided into four types according to different development intensity, which are optimizing development zones, key development zones, restricted development zone and prohibited development zone, in order to coordinate national spatial development pattern. Land is an important factor for productions, which is of great significance in terms of coordination of regional development. Therefore, it has important significance of explore variable land policy response of different zones in the context of development priority zoning strategy.Based on reorganization of relevant literature on development priority zoning and land development and protection, this study explores the relationship between development priority zoning and land use. On the basis of previous studies, combining of research questions, this study establishes a framework for the integration of development zones and protected zones based on a balanced development of regional spatial learning model. This study builds land policy model by system dynamics, including five sub-systems of policies system of main functional zones system, population and society system, economy and development system, construction land system and farmland system under the strategy of development priority zoning. Afterwards, this study explains the causal relationship and logical relationship between the sub-systems and depicts parameters for each section of the model. Taking Suichang and Zhenhai, Ningbo as an example, this study simulates different scenes by adjusting the collection policy factor of development priority zone. The simulation results show that under different policy efforts GDP per capita between development and protection zones have significant differences. The study finds system dynamics combine the population, land policies and financial transfer payment. Through different land policies to influencing the transfer payment and ways from development zone to protection zone, at last, it achieves the goal of balanced development between development and protection zone. After the scenarios analyzes, the paper rethinks profoundly from the cultivated land ownership and new construction land scale indicators. Besides, the author puts forward some proposals about balanced development between development zone and protection zone.
