Research On The Priority Evaluation Of Land Arrangement In Southeast Coastal Areas

Under new period,the connotation and extension of land arrangement has constantly developed and becomes a key fulcrum of promoting agricultural modernization,speeding up the new-type urbanization,balancing urban and rural development.After formulating regional land arrangement planning,however,there is no scientific and normative method to clear the priority and the geography of land arrangement projects.At present,in China only the administrative unit index distribution and the potentiality are considered,which makes the land arrangement activity unsatisfactory and the construction repeated and inwalid,so that the comprehensive benefit can not be maximized.The research takes typical citiy in the southeast coastal areas-Fuqing as an example,puts forward a plan as a whole considering various comprehensive evaluation model of land arrangement decision-making influence factors,and can measure the priority for land arrangement,provide some reference to help land arrangement practice for the future in the southeast coastal areas.The paper begins with the research background and significance,analysis of the current research direction and existing problems of land arrangement priority research;and then in combination with regional reality,through authoritative literature citation analysis,expert index membership degree analysis,correlation analysis,index discrimination analysis method to extract and selection evaluation index,build the evaluation index system;Then calculate and analyze the field of landscape pattern,the natural geographical conditions,location and infrastructure construction,social economic conditions,development potentiality and so on the many kinds of evaluation factors,analyze them and the relation and drive mechanism of research purposes-southeast coastal area of land arrangement priority;Then standardized,weight and uses improved TOPSIS comprehensive decision method to obtained land arrangement priority in study area,and on this basis,by eliminating has arrangemented unit and evaluate the land arrangement project of after research point 2 year to modify the evaluation results and verification;Finally get the study area land arrangement priority sorting and spatial distribution,carries on the summary and classification and spatial analysis,and according to this result provide a reference for land arrangement practice for future in the southeast coastal areas.The main conclusions of paper are as follows:(1)Factors affecting land arrangement priority is a a complex dynamic process of mix each other,contain each other based on the regional natural conditions and social economic conditions.For the selection of evaluation indicators should be based on comprehensive,rationality,regional and operability principles,can not only reflect the land arrangement classic influence factors,and can reflect the actual natural and social economic conditions in the study area.(2)After correction and verification,land arrangement priority high priority values in Fuqing are mainly distributed in the Jiangjing,Yuxi,Jingyang and other traditional agricultural towns and the towns land is relatively flat,convenient transportation,high degree of agricultural modernization;In low priority mainly distributed in away from Fuqing city urban area,natural geographical conditions,traffic convenience is low,theperiphery of the relatively backward economic development zones,such as Dongzhang,Chengtou and Donghan.(3)Through the spatial analysis and visualization of evaluation results,the land arrangement priority presents significant agglomeration state.Local Moran' s I displays a certain degree of agglomeration features,Mainly by high-high concentration and low-low concentration,Mostly distributed in the Yuxi,Shangjing,Jiangjing,Longtian and central region of Jingyang.The result of Getis-Ord Gi*reveals a space distribution state of cold/hot region that basically coincidence with result of Local Morans'I.Hot spots basically located in Yuxi,Shagnjing to Sanshan,Gaoshan,appears a northwest-southeast advantageous shaft.Cold spots basically located in most peripheral target type structure in the study area.
