Study On Incremental Construction Land Quotas Based On Development Priority Zones

With the development of economy, there emerged many problems, such as over-exploitation of land resources, disorderly space use, irregular land-use behavior and the incremental construction land quotas. In order to promote regional land resource use in a more rational and orderly manner and realize coordinated development of social, economic and environmental resources, the 11th five-year plan proposed that China’s land could be divided into four development priority zones:optimizing development zone, key development zone, restricted development zone and prohibited development zone. It provided a new way of thinking or paradigm to coordinate the relationship between land development and protection. The incremental construction land quotas of land use planning is a way of controlling the city development under low land utilization efficiency and disordered spatial development. Linking up the land use planning and development priority zones and rational incremental construction land quotas is objectively needed to promote the harmonious development of the socio-economic.Taking Xuzhou as an example, This paper combines the land use planning and development priority zones. It provide incremental construction land quotas based on four development priority zones. The study takes townships (or towns) as evaluation units, followed by selecting indicators that come from the environmental carrying capacity, the existing development intensity and the development potential to divide Xuzhou’s development priority zones. Based on the results and relevant scholars’ advices, it determines the development weight of each development priority zone. Then, this study explores the priority combinations of DUCP in different development priority zones by using Delphi method and also defines the significance of land development by adopting the AHP method. Finally, after assigning weights of the incremental construction land quotas to different development priority zones, this paper calculates the quotas of each township in line with the ratio of the total area to the area of subordinate development priority zone. The following conclusions:(1) There are 31 evaluation units belonging to the optimizing development zone including the town of Maocun and Mapo. There are 31 evaluation units belonging to the key development zone including the Xuzhou downtown an the town of Tongshan. There are 47 evaluation units belonging to the restricted development zone including the town of Zizhuang and Zhaodun. There are 6 evaluation units belonging to the prohibited development zone including the town of Wuduan and Malingshan.(2)This paper provides incremental construction land quotas based on four development priority zones. The results are that the the key development zone including the Xuzhou downtown gets the maxmum share of new construction land 7848.27 hectares, accounting for 61.80%. The optimizing development zone including the town of Maocun and Mapo gets 3040.89 hectares of new construction land, accounting for 24.00%. The restricted development zone including the town of Zizhuang and Zhaodun. gets 1763.20 hectares of new construction land, accounting for 13.8%. The prohibited development zone including the town of Wuduan and Malingshan gets the minimum share of new construction land 39.54 hectares, accounting for 0.30%. From the resluts, this method is able to meet the need of the Xuzhou City and towmships’ development during the planning period. And this method is accurate, reliable and feasible which can also meet the requirements the constrction of development priority zones.(3) Comparing with the traditional incremental construction land quotas model, the new method of incremental construction land quotas combines the development priority zones and land use planning. It avoids provides guidance in a scientific view and avoids the disadvantage that the incremental construction land quotas are interfered by the human factor. And this paper starting from development priority zones fully considers the needs of all the modes of land use in different development priority zones and the incremental construction land. It can optimize the allocation of land resources of the development priority zones and ultimately reasize the harmonization of land ecological benefit, land economic and land social benefit.
