The Study Of Transfer Pay In Luqu From Priority Zone Perspective

The third plenum of the party initially proposed the strategic assumption for thedivision of priority z’ones. This great assumption was concluded in <The PeoplesRepublic of China national economic and social development of the EleventhFive-Year Plan〉.According to resources and environment carrying the capacity，theexisting development density and development potential, considering the future of ourcounty coordinating of distribution of population and economic layout, land spacewas divided into4types: optimized、prioritized、limited development and banedexploitation zones. In the division of development priority zones. The Ethnicminority areas are mostly divided into limited development and banned areas. Due togeographical position, ecology environment, that the ethnic minority areas mustchange the original mode by development, focusing on the development ecologicalremediation and ecological environment construction. So in these areas, theInfrastructure construction and basic pubic service are supported by transfer payment,which is also the precondition for implement of priority zones well.Through analyzingthe situation of transfer pay in Luqu which is belongs to limited zone and ethnic area.The author tries to find out the problems in the transfer payment and give songsuggestion on improvement and innovation.
