Therefore, a whole set of system is necessary to the operation and maintenance management including physical network、Hardware and software environment business system etc.The current situation of IT operation and mainenance management in Changsha Cigarette Factory were be analysied in this paper. First of all, IT operation and mainenance management based on information technology infrastructure library (ITIL) is supposed to the best and most extensively, which concluded from the introduction of the research background, the research objectives,and the research achievement, the research Status at home and abroard. And than, the main frame and core process of ITIL were described detailly, after summarized the modeling theory and design procedures of configuration management database (CMDB), we point out the ultimate stage of IT operation and mainenance management is the combine of business service management (BSM) and business events, which is the theoretical foundation of detailed design and implemetation of IT operation and mainenance management based on ITIL. The current situation and lack of The business system、the IT operation and mainenance management in Changsha Cigarette Factory were be analysied. The purpose and recommendations for improve of the IT operation and mainenance management were raised in this paper. At last, we provide a solution to set up the IT operation and mainenance management based on BSM according to structure the CMDB model and settle its BSM formation, and the project implementation results were displayed in this paper.The IT operation and mainenance management in Changsha Cigarette Factory could resolve problems effectively as follows:poor communication, low efficiency, non-guaranteed service quality, disperse operation and maintenance and so on, which would help users to control the support system of IT sevice entirely.
