Human resources management of large state-owned enterprises is always a hot and focus point in the process the state-owned enterprise reform, and the project design of "Four setting&One assessment" human recourses management system of Xinanhe Water Company is cornerstone of modern human resources management. The project design of "Four points&One assessment"(Which include post setting, responsibility setting, staffing, Wage determination, performance assessment) works as basic work of an enterprise scientific management, ensuring an organizations strategic successfully implemented and its normal operation. This thesis analyzes the present and future needs of the enterprise’s organization structure, personnel structure and position requirements; formulates corresponding policies and measures to assure the enterprise have proper organization structure, post settings and personnel allocation at an appropriate time; and provides the basis for human resource management which including human resource planning, recruitment, compensation management, training and development, performance management.This thesis focus on the design of the human resources management system, and it is divided into five parts. The first part discusses the background and theoretical foundation of "four setting and one assessment" system. The second part is the introduction of Xinanhe Water Company. The third part is the design details of "four setting and one assessment" system. The fourth part is about some details after the completion of the human resources management system. The last part is the summary.The thesis emphasizes that human resources management is an ongoing communication progress. Also it researches the "post setting, responsibility setting, staffing, Wage determination, performance assessment" of "four setting and one assessment" system. Writer try to solve the problems existed in Xinanhe Water Company, which provides the factory with better operation, norms organization, post setting and staffing standards, and also improving wage system and performance appraisal system. Further more, it provides basic security for the Xinanhe water Company’s system optimization and innovation of human resources management. And it will promote employee’s motivation, improve the operational efficiency of enterprises, finally makes the company reach the advanced level.
