| With the development of market economy and the dwindling land resources available for use, marine economy has become a new growth point of the socio-economy. Marine economic development strategy has become an important part of the national development strategy. On the one hand, market transactions of sea use rights take the way of bidding, auction and listing. So there is an objective requirement for assessment of sea use price. On the other hand, the improvement of people’s living standards has brought increasing demands for higher quality of life, which leads to the rapid development of coastal tourism based on sea areas used for tourism. As China’s sea use rights market in its infancy, the market of sea areas used for tourism lacks price adjustment, and exists the phenomena of resources waste, unreasonable uses and disorderly competitions. Therefore, there is an urgent need to establish criteria price system of sea areas used for tourism, which can standardize the market transaction mechanism, strengthen the management of sea areas used for tourism, and promote the use of tourism resources effectively, orderly and regularly.However, Our country hasn’t yet relevant research in this area. Based on the actual situation of the sea areas used for tourism, this paper studies the assessment of benchmark price of sea areas used for tourism, and takes Xiangshan County as an example.The paper mainly gets the following conclusions:(1)According to China’s actual situation of sea areas used for tourism market, the assessment of benchmark price of sea areas used for tourism is suitable for using the technical approach combining market prices of samples with sea quality assessment.(2)Quality assessment of the sea areas used for tourism is an important foundation of the benchmark price assessment of sea areas used for tourism. A precise outcome of quality assessment depends on the selection of evaluation factors and the determination of weights.(3)The level determination can use the axis method, and be based on the quality assessment system of the sea areas used for tourism and the total score of the evaluation unit.(4)At the present stage, the assessment of market sample price, which of the sea areas used for tourism, is suitable for using income approach and the hypothetical development method.(5)The expression of benchmark price of sea areas used for tourism is suitable for using the district benchmark price and the level benchmark price.(6)The district benchmark price calculation is suitable for using sample price average method, price-score method and maturity correction method. The level benchmark price calculation is suitable for using area-weighted method.(7)The assessment of the price of sea areas used for tourism is suitable for using the benchmark price correction method, which can be one of the main methods of the assessment of the price of sea areas used for tourism. |
