Since the reform and opening up,the healthy and orderly progress of urbanization in China has led to rapid development of cities and towns.Studying the spatial and temporal evolution of urban benchmark land price and its influencing factors can not only understand the urban development situation and grasp the level of urban land price in time,but also predict the trend of future benchmark land price change and provide objective basis for it.Studying the spatial and temporal evolution of urban benchmark land price and its influencing factors can not only understand the urban development situation and grasp the level of urban land price in time,but also predict the trend of future benchmark land price change and provide objective basis for it,to formulate scientific and rational policies to improve the market and strengthen the management of benchmark land price and to provide theoretical references on how to allocate urban land resources more effectively.The report of the Nineteenth National Congress of the Communist Party of China clearly pointed out that "taking urban agglomeration as the main body,we should build a coordinated urban structure of large,medium and small cities and towns,and speed up the urbanization of agricultural transfer population".County-level cities are becoming more and more important.As an important place for population convergence,county-level cities embody intensive and economical use of land compared with rural areas.Compared with large cities,county-level cities embody lower land prices.However,the irregularity of land market,the arbitrariness of price and the low efficiency of land use have been restricting its healthy and sustainable development.At present,domestic and foreign scholars mainly focus on the benchmark land price research of big cities with developed economic level and perfect land market,while there are few studies on county cities which account for the vast majority of cities and towns in China.Therefore,the author chooses the county as the research object,calculates the internal structure ratio of the benchmark land price through collecting the data of the two rounds of benchmark land price and land grading in Dongliao County in 2008 and 2015,and studies the spatial and temporal evolution of the benchmark land price by using the spatial superposition technology of GIS software,and analyses the main influencing factors of the change of the benchmark land price,and draws the following conclusions:(1)With the rapid social and economic development of Dongliao County,the process of urbanization and industrialization continues to advance.From 2008 to 2015,the urban area of Dongliao County has been expanding,the benchmark land price of commercial and residential land has increased significantly,the benchmark land price of industrial land has increased slightly,and the distribution structure of various types of land has become more reasonable and orderly.(2)slightly different from the general "concentric circle" is that the land use at all levels in Dongliao County extends mainly in the East-West direction,but its base land price distribution map still fails to get rid of the "concentric circle" distribution law.Among them,grade III has the largest expansion range and grade I has the smallest expansion range,which indicates that the urban center has not changed.(3)Among the changes of benchmark land price from 2008 to 2015,the increase of benchmark land price of grade I commercial land is the highest,that of grade IV commercial land is the largest,and that of grade III and IV residential land and commercial land is higher or close to grade I and II land.Due to the construction of infrastructure and public supporting facilities in the peripheral urban areas of Dongliao County in recent years,the agglomeration of population and economy has gradually reduced the development gap between the inner and outer urban areas.(4)The change of land price for various purposes is the result of the interaction of various factors.The main influencing factors include economic factors,policy factors,agglomeration degree,location and transportation factors.Economic factors have the greatest impact on industrial land and commercial land,while the most significant impact on the change of the benchmark land price of residential land is the location of traffic factors and the degree of aggregation.However,due to the virtual quantitative analysis of policy factors,there is the possibility of underestimating the impact of policy factors,and the effect of policy factors on the change of benchmark land prices in Dongliao County can't be underestimated.
