| In recent years, the marine economy has more and more attention of nation and society, the development of sea markets has been more and more prosperous. As one of the important sea type, the market demand for fisheries area is gradually becoming vigorous consequently. But for now, the market of sea is still in the initial stage of development. The management about right of fisheries area is still very weak. And lots of fisheries area’s tenure has not been verified. Therefore, the establishment of an effective appraisal method of the fisheries area’s benchmark price is very necessary. This paper starts with the actual situation of the fisheries area in Zhejiang Province, taking Xiangshan fisheries area as an example, intends to study the fisheries area benchmark price appraisal methods in China and to provide new ideas for appraisal method system for sea benchmark price.This paper discusses the background and significance of the evaluating fisheries area trigger prices, analyzes the status and theory of research both domestic and abroad. And this paper presents the basic concepts and theories related to fisheries with benchmark price assessments. By drawing on the theory and methods of land benchmark price assessment, this paper puts forward the idea that fisheries area benchmark price could be worked out by joining the fisheries area quality evaluation and market sample price appraisal of fisheries area. This paper establishes an evaluation system for fisheries area benchmark price in the form of fisheries area sample price-area benchmark price-level benchmark price-sample price-transaction price. Taking Xiangshan as an example, this paper presents the fisheries area quality evaluation methods, sample price calculation methods, the methods of area benchmark price and level benchmark price.To summarize, this paper mainly leads to the following conclusions:1. It would be much better to evaluate the benchmark price of fisheries area after grading in China currently.2. The criteria price of fisheries area has two types-area benchmark price and level benchmark price. And area benchmark price is used more in practice.3. The technical idea of fisheries area benchmark price is based on the quality evaluation. The selection of evaluation factors should be combined with the actual situation in the area that be assessed. And meantime the relationship between the weight of evaluation factors and the influence on the price is positive correlation.4. Income capitalization approach would be appropriate when fisheries area has income. And while not, cost approach would be reasonable.5. It would be appropriate to adopt arithmetic average approach or the regional comparison method in case of evaluating the area benchmark price. And fisheries area level benchmark price should adopt the area weighting approach to evaluate the value. |
