With the continuous development and urbanization level to promote rapid socio-economic, the problem that lacked land resources becomes obviously. Exploring the resources and space from the sea has become a new means for social development. All kinds of engineering construction scale are expanded unceasingly to explore the resources and space. Therefore, industrial and urban construction with the demand of the sea is becoming more and stronger. At present, China’s sea market is still at the early stages. The management of industrial and urban construction with the sea is very weak, causing part of the construction of sea area with unreasonable use, coastline obviously artificial, sea market’s competition disorderly, waste of sea resources, the degradation of ecosystem services and other issues. Existing research focus on the formulation and right of sea area appraisal, as for specific industrial and urban construction with the sea benchmark price assessment system is less involved. Therefore, it is the urgent need to establish a set of effective sea benchmark price assessment system for industrial and urban construction suitable for China’s national conditions to improving the sea market.Based on the present situation of China’s sea market, the paper discusses the theory of land price assessment and natural resource evaluation refers Xiangshan County’s industrial and urban construction with the sea and the presentation and assessment benchmark prices methods of the industrial and urban construction sea area are used in the price assessments. This research takes Xiangshan County’s industrial and urban construction as an example for empirical study, and establishes an evaluation system for sea benchmark price of industrial and urban construction.Through research, the main points of this paper can be concluded at followings:1. According to the status of China’s sea market, sea benchmark prices for industrial and urban construction should use quality evaluation and market sample price for combining ideas.2. Industrial and urban construction quality evaluation by the sea is the sea-based industrial and urban construction with prospective price assessment and based primarily on the use of sea-level division. It is appropriate to select dominant factors such as location conditions, traffic conditions, land demand levels, construction conditions and the reclamation project cost.3. Industrial and urban construction price estimates by the sea samples should adopt the hypothetical development method, the benchmark price for the area expression level chip reference price and the benchmark price.4. Sea benchmark prices for industrial and urban construction should be divided into industrial construction and commercial/residential building with Sea benchmark price. The benchmark price of sea area for industrial construction is based on the sea quality measurement evaluated by regional comparison, while the benchmark price of sea area for commerce and residence adopts the evaluation basing on assuming development act; the level of benchmark price employs the area-weighted method on the base of the benchmark price of the sea area.5. The evaluation results of industrial and urban construction sea area benchmark can be applied to evaluate the price of these sea, marine market management, configuration and optimization of marine resources and other aspects of sea sustainable development.
