Study On The Circulation Development Evaluation And Countermeasures In Shandong Province

Over the30years after the reform and opening up, with the gradual establishment andimprovement of the rapid development of China’s economic and the market economicsysterm, retail industry with its unique advantages, the position and role in the nationaleconomy and social development has become increasingly prominent, has gradually growninto pilot industries and pillar industries of the national economy. Circulation of productionand consumption as a connecting bridge and link, has a strong ability to penetrate and drivethe economic effects of the rapid development of circulation can greatly promote thedevelopment of agriculture, industry and services, and to make the whole economy toachieve a virtuous circle. However, with the rapid development of circulation there are stillmany problems existied, such as the low concentration degree of industry, the unefficiencyof distribution, the high cost of circulation, etc., are all required our attention.Based on the existing background mentained above, this paper firstly referred to therelevant information and designing relevant questionnaire.On this basis, the distributionstructure of circulation in Shandong Province are summarized, the main problems existed inthe current circulation of Shandong Provinceare found and discussed. In view of the relatedexisting problems, the optimization strategy was proposed according to market demand andtechnology driven aspects, respectivelly.Then, based on the reference of researchachievements of circulation theoretical and modern research methods, taking ShandongProvince as an model, the current development situation of circulation was analyzed. Onthis basis, a evaluation index system of current development situation in Shandong Provincewas established, which including4first class indicator and17second class indicators. Inthis case, the current development situation in Shandong Province was evaluatedcomprehensively and objectively using fuzzy comprehensive evaluation method (FCE).Finally, based on the evaluation results, the countermeasure and suggestion of vigorouslydevelop the circulation of Shandong Province was proposed considering the transition ofgovernment functions, standarizing of circulation order, personnel training industrialrestructuring and establishment of rural circulation system.
