Research On The Performance Evaluation And Countermeasure Of Science And Technology Business Incubator In Hubei Province

Whith our country in the high speed of economic development, economic development becomes more and more dependent on innovation-driven factor,and technological innovation in the process of economic development accounted for an increasing proportion, which has become the decisive force of economic development.Technology business incubator, as a kind of scientific and technology intermediary which is connected to technological innovation and industrial development , is an important platform which aims to promote the transformation of scientific and technological achievements. Also, Technology business incubator as an important force in the national innovation system,focuses on cultivating small and medium enterprises to promote its industrialization and scale, which is conducive to promoting regional economic development and technological progress. China's technology business incubator develops rapidly, both in quality and quantity. The performance evaluation of the regional science and technology business incubator is the focus of government attention, scientific and objective evaluation of the regional science and technology business incubator integrated power, is conducive to the government to deploy funds,policies and human resources,and then promote regional science and technology business incubator college development. At present, science and technology business incubator performance evaluation research is being widely concerned.First of all,this paper analyzes the background and significance of the research,and through review the domestic and foreign elevant literature about technology business incubator theory and empirical analysis, we analyze the concept and influencing factors and operating mechanism of science and technology business incubator.Secondly, the performance evaluation index system of regional science and technology business incubator is constructed from the aspects of service ability, business performance and social benefit of technology enterprise incubator, and the weight of each index in index system is determined by coefficient of variation method. Based the data of the China Torch Statistical Yearbook in 2014 and 2015, and after standardizing, we carries on the empirical analysis to the regional science and technology enterprise incubator, and takes the Hubei province as the research object, evaluates the Hubei province science and technology enterprise incubator from the longitudinal time analysis aspecet and the horizontal regional analysis aspect, then we objectively and comprehensively find the development of the status quo, and the current development advantages and problems faced.Then, according to the empirical analysis of the previous chapter, we find out and summarize the problems existing in the incubator of Hubei province, which includes that the running mechanism is not perfect, the service quality is not high, the talent loss is serious, the technical level is not high, the investment and financing mechanism is not perfect. And then targetedly we give advice to improve the development of science and technology enterprises in Hubei Province incubator: to improve the management mechanism; to improve the level of service of science and technology enterprises; to strengthen the training and retention of high-level talent hatch; to strengthen technological innovation and scientific and technological achievements into, Investment and financing mechanisms.Finally, the conclusions are given and the limitations of future prospect and research are put forward.
