Evaluation And Countermeasure Research On The Development Level Of Xi’an International Inland Port

With the continuous development of China’s foreign economic,international trade volume of inland areas has beenincreasing. In order to broaden as much as possible between the harbor terrestrial radiation area, for more supply and vaster economic hinterland, inland port came into being. The demands of coastal ports and inland cities promote the construction and development of inland port. As an important transit node between inland areas and coastal ports, inland port played an important role in improve logistics services and clearance efficiency, promote regional economic development. China’s inland port construction isflourished, but due to the lack of standardized model, many problems was appeared. Xi’an is located in the core area of the Silk Road Economic Belt, as a logistics transit hub in the central region, the construction of Xi’an International inland Port is crucial for China’s western region to reform andopening up new heights.Based onthe reasons above, this article use both qualitative and quantitative analysis to evaluateChina’stypical International Inland Port,obtain the development level of Xi’an international land port.First elaborated the distinction between the concept of inland ports and related concepts,introduces the classification of inland ports, function, development mode, and dynamic mechanism; then given the current situation of domestic and foreign typical inland port, and according to the development of foreign inland port acquire experience and inspiration. Secondly, accordance withdevelopment status and existing problems of Xi’an International inland Port, provide technical support for the establishment of index system and policy suggestions; Again, objectively select factors that affect the level of inland ports development,build a scientific, comprehensive, integrated and comprehensive evaluation system. Using Analytic Hierarchy Process divided the problem into different levels,determine the weight of each layer index, then use Fuzzy Set Theory making comprehensive evaluation; through combination of AHP and Fuzzy Comprehensive Evaluation, so that the evaluation results are more clear, high accuracy, and ultimately come to the development level of Xi’an International Inland Port. Finally, according to the evaluation results, combined with the present situation and problems of the inland port development in domestic and foreign land, from the aspects of the functions of the port, the development of logistics, policy support, personnel training and port cooperation, toput forward policy recommendations.
