As one of the old northeast industrial base, Changchun City has mainstay industry like car industry, cultural industry and so on. In recent years, the fast development of circulation has made a series of achievements, greatly promoted the city's economic development. But compares to the other big domestic cities, there are many remain to be improved. Learn from the experience of previous studies, this paper first strictly defines the coverage of circulation, on the one hand to avoid the expansion of circulation range, also the confusion of city competitiveness and circulation industry competitiveness, on the other hand differentiate some concepts such as circulation and flow, clear the object of study circulation competitiveness. Then uses the scientific method to establish the three steps evaluation system of urban circulation industry competitiveness, and uses factor method to evaluate the competitiveness of circulation industries of China's major cities. Base on the comparison of the various factors that we can find which of them have affected the circulation industries and the development of the city. And to better understand the lack of self-development, we need to find the bottleneck, then make a way to enhance the competitiveness of circulation industry. While digging out the city in those has advantages and potential, it will give constructive advice to the circulation industry strategic planning and development path chosen reference. It also can clear the way that develop the circulation industry of Changchun City, can give some reference for the plan of circulation industry development. Otherwise, as the theory of circulation industry competitiveness is almost empty, so this paper also has some theoretical significance for the circulation industry in Changchun City.
