An Empirical Research On Performance Evaluation Of The Public Finance Of Peasants Workers

As China’s industrialization and urbanization accelerate, more and more farmers will gradually shift from agriculture and rural workers and the public to become migrant workers in promoting China’s economic development and social progress playing an huge role. As social economic transition period in our country, migrant farmers is a special and large group. How to realize the smooth transfer from agriculture and rural to industry and urban, not only relates to the farmers’ income, agricultural sustainable development of China’s social economy.However, the education of migrant workers is low, labor skills and professional quality is not high. These factors not only affect the successful employment of migrant workers, but also affect their ability to integrate to urban society. Their employment status and living condition are worrying Therefore, strengthening the comprehensive system of migrant workers employment and pre-service training not only helps to improve the quality of migrant workers, for the connection of migrant workers and industrial and urban society smoothly, but also helps to build a new socialist countryside and harmonious society construction. In fact the party and government attach great importance to the training of migrant workers. Since2004,the central government launched transfer training "Sunshine Project" surrounding rural labor. Government have launched specifically for migrant workers in various train project. But whether these money management is scientific and reasonable, how to evaluate the performance, these issues deserve special study. Therefore, this paper selects training of migrant workers "Sunshine Project" as an example around its fund management and performance evaluation of the empirical research, the electionquestion has important theoretical and practical significance.Anhui University of Finance Cooperative Institute hosted a new livelihood project-training members of farmer cooperatives. This paper take the case as an example to mainly study the performance evaluation and other aspects of issues related to special studies on the basis of the performance evaluation theory, the detailed empirical research data, using the combination of quantitative and quantitative analysis, the combination of normative and empirical methods. The training of migrant workers for the domestic funding for the project management and performance assessments can learn recommendations from this article. Research shows that the "Sunshine Project" training promote the transfer of rural labor and improve farmers’ production and management capacity, but there are also some problems. At the same time, through the system analysis, this paper systematically puts forward to perfect the long-term capital management, establish and improve the mechanism for training and other specific recommendations. These suggestions will provide theoretical guidance for managing the effective operation of special training programs.
