| The existence and development of human beings cannot be separated from housing,and the development of society also depends to some extent on the development of housing market.The housing problem has become a major social problem,especially the housing security of migrant workers.Since the establishment of the housing accumulation fund system in the early 1990 s,our country has effectively helped many workers to meet their housing needs.However,with the development of society,the role of this system has begun to weaken,and the role of the accumulation fund in improving the housing conditions of workers,especially in improving the living conditions of migrant workers,has been increasingly questioned.Quanzhou is known as a "private special zone" and has a large number of migrant workers as one of the 18 typical areas of the country’s reform and opening up.Taking Quanzhou as an example to discuss the housing accumulation fund for migrant workers has typical representativeness and important research significance.This paper uses equity theory and "4E" performance evaluation method,through literature analysis and on-the-spot investigation,to analyze Quanzhou’s housing provident fund operation framework,the current situation of migrant workers’ housing provident fund and the existing problems,and finds out that the current migrant workers’ housing provident fund policy still has various deficiencies in the implementation process,such as low collection coverage,extraction,low loan utilization rate,lax supervision,etc.At the same time,by collecting the business data of Quanzhou housing provident fund center for the five years 2013-2017,the evaluation index system is set up from the four dimensions of economy,efficiency,efficiency and fairness,and the beneficial practices of migrant workers’ housing provident fund policies in Shanghai,Nanjing and Huzhou are used for reference to study the countermeasures and suggestions for adjusting the housing provident fund policies to favor migrant workers,so as to provide reference for improving the housing provident fund policies of migrant workers. |
