The rural people take large part of population of Henan Province. For a long time, there is an important problem which must be solved, that is how to change the population pressure into population superiority to promote the economic development of Henan Province. The increasing investment in the human capital of the rural labor force, the transfer of specialized training to the rural labor force and the upgrading of its employment and employability skills are the necessary ways to solve this problem. And they are also the necessary means to promote provincial urbanization and agricultural modernization.Under the unified organization of the provincial government, training for rural labor force of Henan Province keeps conducting and implementing with the help of agricultural sector, the labor sector and the education sector. But how to effectively evaluate the feats of the training results by the public sector so as to promote the training management, increase the training efficiency and enhance the transfer of rural surplus labor force employment are still new issues. In this essay, the author clarified the deficiency of current situation of training and performance of transfer of rural labor force in Henan Province on the basis of large number of documents, official statistics and survey. It took the Sunshine Project in Henan Province as an assessment target, to make survey from gather a large amount of data to form a series of charts. It made comprehensive analysis of decision-making, project process and project result of the Sunshine Project. It put forward the measures in four aspects including the training management systems, budgeting, training content, training services system, for how to enhance the transfer of rural labor force training performance. It stressed the introduction of training budget management in the transfer of rural labor training management, which combined budget management with training project management. Finally it conducted a preliminary study on the transfer of rural labor force training Sunshine Project Performance Index System on the basis of empirical analysis of the Western public expenditure on education and performance appraisal system from the main factors of current training performance of Sunshine Project in Henan Province. This paper makes sense to a certain extent, to promote the healthy development of transfer training of rural labor force and realize the transfer of surplus rural labor employment.
