| Food security is an extremely important part of national security.Food security is the basis of guaranteeing national economic development and maintaining social stability.and has always been an important basis for promoting economic development and maintaining social stability.The grain reserve with the function of "reservoir" plays a very important role in ensuring food security.It is an important material basis for the government to regulate the economy,stabilize the market and ensure the income of farmers.At present,grain production fluctuates greatly.Secondly,feed grain and industrial grain have increased rapidly,and the pressure of effective supply of grain and major agricultural products has increased.Lastly,competition in the international agricultural market is increasing,increased transport costs of agricultural products,and a sharp rise in food prices have brought unprecedented impacts on global agricultural trade.Facing with the new situation of food security,we must optimize the grain reserve management system from the perspective of macro-overall and long-term stability to ensure the food security of the country and local areas in the medium and long term.So,studying grain reserve management,analyzing various factors affecting grain reserve,discussing ways to exert the function of grain reserve,establishing reasonable local grain reserve management mode and improving the operational efficiency of grain reserve system play an important role in guaranteeing local food security.Fujian is the third largest grain main selling area in China after Guangdong and Zhejiang.The food gap is large.Under the severe situation of food security at home and abroad,the food security problem in the main selling area is particularly prominent.At the same time,Fuzhou,as the capital city of Fujian Province,lies across the sea from Taiwan and has a very special political status.Therefore,it is of great significance to study Fuzhou’s grain reserve Management under the background of maintaining food security.This research mainly adopts the methods of literature investigation,interview and qualitative and quantitative analysis.Firstly,this study is guided by the relevant theories of grain reserve.And analyzed the relationship between food security and grain reserve,Considered that grain reserve is an important part of food security and is closely related to food security,expounded the relationship between grain security and reserve target,reserve scale,structure and distribution of reserve varieties.Secondly,the current situation of food security,grain reserve and grain reserve management in Fuzhou is analyzed by statistical data,and put forward the new requirements for grain reserve management from the point of view of food security at the present stage.Thirdly,the paper make a deep analysis of the current situation and puts forward the problems existing in the management of Fuzhou grain reserve,and used the theory of economics and management to analyze the reasons.At last,it draws lessons from the experience of the development and management of the grain reserve system in other major districts in China,and puts forward some countermeasures to improve the management of the grain reserve in Fuzhou. |
