The Research About The Role Of The-third-department In Food Safety Governance In Yangjiang City

Food is the first necessity for people and the most basic conditions for survival.Food is theessential material base which the humanity cannot leave.The requirement for the quality offood is getting higher and higher accompanying with the development of economic.But foodsafety accidents keep on repeating in the recent years no matter in the whole country or inYangJiang City,which can do more than damage consumers’s health.It can damage thecountry’s reputation too. All this make it more urgent and significant to study the food safety.So far,A clear majority of literature explore and analyze this problem in two differentpoints:government and marketing management theory.These factors have proved that whenthe faulty brakes between government and food market in safety controls, which required tobe filled by The-Third-Department. All this make it more urgent to study the food safety. TheChinese Government has been aware of this issue from the revision of laws andregulations.The China Food Safety Law,published in2009,clarified the position and thefunction of The-Third-Department on food safety regulation,such as the government and thefood industry institute.But in reality,the implementation is not well defined.Accordingly, this paper clarifies theconcepts and theories of food safety,analyzes the food safety and its security attribute.Basedon this,the paper investigates and studies the development and problem unresolved on foodsafety governance from public governance, international relative angle and case studiescombined with the actual circumstances.And this text does some suggestions for theconstruction and development in the governance behavior,operation mechanism supervisionand restraint mechanisms to explore construction and development train forThe-Third-Department on the recent food safety governance in YangJiang City.
