With the increasing awareness of food safety and food ideas,fresh agricultural products asthe main product in daily diet, consumers pay more and more attention on the freshness andquality in the circulation process. Since fresh produce has the characteristics of perishable and isdifficult to keep, so the circulation process environment presents a high temperature andhumidity requirements. The development of cold chain logistics conform to the requirements offresh produce circulation environment,and can provide fresh produce proper temperature andhumidity from production to final consumption which can prolong the time in circulation,ensure the quality of circulation. It can preserve and increase the value.As a major agricultural and populous province, Jilin is facing the opportunities andchallenges of fresh produce cold chain logistics development,both from the point of view of theoutput and the market demands of fresh agricultural products. Jilin Province has been thedevelopment of cold chain logistics in advance of trial and error, but in view of the current stateof development, there are still many problems. These problems become constraints of the freshcold logistics development and hinder the process of development of the cold chain, then theprimary task of the cold chain development is to recognize the constraints of cold chaindevelopment. We used AHP (analytic hierarchy process) to analyze the weight of various figureson the extent of the constraints of resources constraints, in order to solve the problem that thefocus has priority action. Prevent blind development, guide the development direction of thecold chain of fresh and hope to provide a fresh new idea of the cold chain logistics development.This paper is divided into five parts, as follows:Part I: Introduction, mainly from the background and significance of this research, leads tothe thesis aim and introduce domestic and foreign research results and related concepts, andbriefly describes the research methods, routes, the main framework and innovation andinadequate of this research.Part II: First, from economic and cultural conditions of fresh produce cold chain logisticsdevelopment, analyze the background of the cold chain logistics development in Jilin Province,and then analyze the current status emphasis on the demand and the supply of fresh producecold chain logistics development.Part III: On the basis of the part II, analyze why the cold chain is not well adapted to thedevelopment of today’s consumer demand, namely fresh produce cold chain logistics development problems.Part IV: From the problem of cold chain logistics development, extract the constraints offresh produce cold chain logistics development in Jilin Province, and use descriptive analysisand empirical analysis on the constraints. Among them, the empirical analysis using the analytichierarchy process to evaluate the weights of various restricting factors.Part V: Conclusion provides the countermeasures and suggestions about fresh agriculturalproducts cold chain logistics development in Jilin province on the basis of summed up in thispaper and points out the shortage of this article and needs further study.
