The product quality supervision and inspection in Tianjin is crucial to theindustrial product quality levels of Tianjin, it can drive the economic and urbandevelopment. The supervision and random inspection on the product quality is ameans for the government to regulate the product quality. By studying the supervisionand inspection mode of the product quality, Tianjin has presently adopted thesupervision and managing mode that takes the supervision and inspection on a regularbasis as the main form, supplemented by the special supervision and randominspection, in order to supervise and inspect the disadvantages existing in systems andoperations. Through an in-depth analysis on the ways of random inspection and theinspection agency supervision, the thesis, by considering all the perspectives of thegovernment, enterprises, inspection agencies and consumers, proposes the effectivemeasures such as a reforming the supervision and inspection, and strengthening theinspection agency regulation, which has practical significance in improving theproduct quality supervision and inspection. The thesis first studies the significance ofthe supervision and inspection mode, the history, situation as well the development ofthe supervision and inspection system of product quality, and the impact of productquality levels on Tianjin’ development. Then, it also studies the problems the productquality supervision and inspection of the city exposed in practice. These problemsmake the pass rate of the product quality supervision and inspection generally higherthan that of the national supervision and random inspection and no longer able toreflect the city’s product quality levels. By comparing with other provinces andforeign advanced experience, the thesis tends to find areas for improvement of theproduct quality supervision and inspection mode in the city. Finally, the thesis putsforward the reform of this system mainly from multiple angles. In addition, throughperspectives of standardizing the sampling process, improving the workingprocedures and establishing the supervision and management system, the thesis hasproposed the specific design plan on the reform of the city’s product qualitysupervision and inspection mode, explored the new ideas of the reform and innovationof the existing system, and proposed some suggestions for improving thegovernment’s quality supervision and inspection mode, applying for funding support to reduce the burden of enterprises, as well as strengthening the regulation on thetechnical agencies of the product quality supervision and inspection.
