A Study On The Innovation Of Export Commodity Inspection And Supervision Mode In Yiwu City

Yiwu is famous all over the world as it has the biggest commodities center, ChinaSmall-Commodity Market. The city can be treated as a typically successful example ofinternational trading in China. The project “Comprehensive Reform of International Trade” inYiwu was officially approved by Chinese State Council in March,2011, which aims to improvethe mode of international trading and enhance the level of opening-up through a significant systeminnovation. As the department supervising various export commodities, the Inspection andQuarantine Bureau is responsible for macro-level supervising as well as detailed inspections.However, in the case of Yiwu, local export commodities are greatly different from those producedin other places. Products exported from Yiwu are always in good price, diversity, but in some casesthe quality of commodities is not guaranteed. When we refer to the current inspection andsupervision policies, which were developing from outdated style of governmental management,their weaknesses and limitations can be easily found. Therefore, Yiwu needs a whole set ofmodified tailor-made inspection and supervision policies. Since the Eighteenth Party Congress,accelerating the transformation of government functions and clarifying the boundary amonggovernment, market and social affairs has been mentioned several times by the Party as well asState council.“Government do the best, let the market do the rest” would be the best adjective todescribe the specific movement. All this shows that the study on system innovation of inspectionand supervision mode in Yiwu is just at the right time.This thesis is based on the public management theories and public economicprinciples. Taking the inspection and supervision mode in Yiwu as the typical case for theempirical research, the background of comprehensive reform of international trade, currentsituation of inspection and supervision on export commodities purchased on theSmall-Commodity Market, are deeply analyzed in this thesis. Concerning with the existingissues of current inspection and supervision mode in Yiwu, the paper provides someinnovative ideas in aspect of management and policy-making process.
