《CPC Central Committee and State Council’s Several Opinions of How toAccelerate the Development of Modern Agriculture and Further Enhance the Vitalityof Rural Development》,the NO.1file of CPC Central Committee in2013,summarized the latest decade’s ‘Three Rural’ work. It emphasized the superiority ofbasic management system should be given full play to building a new type ofagricultural management system around he construction of modern agriculture. NO.1file has been focusing on ‘Three Agriculture’for ten years. It also encouraged andsupported the contracted lands could be turned to professional investors, family farmsand farmers cooperatives. It was the first time to refer family farms. Being response tothe call of CCP to further accelerate the pace of family farms’ construction, theresearch of family farms in central China plays an important theoretical and practicalsignificance. On one hand, the theoretical significance is to provide some referencesfor developing the related system of agricultural modernization theory. On the otherhand, the practical significance is to narrow the gap between urban and ruraleconomic goals by solving ‘Three Agriculture’. It is reported that some places such asSongjiang in Shanghai, Wuhan in Hubei, Yanbian in Jilin, Ningbo in Zhejiang, Langxiin Anhui paly an advanced role in fostering the family farms. But taking everythinginto consideration, building family farms should begins in central China regions.While Henan province has been gained the first prize for graining production morethan once. It also plays an important role for agriculture productions. On the basis ofmuch on-the-spot investigations,interviews, empirical analysis,and mathematicalreasonings, it is known that the family farms construction in Central China is a bigagriculture reform movement and needs a large number of policy supports. Thestarting point should focus on solving the problems of high cost, low income,farmers’low level education and the small, scattered and weak in farms scale. So weshould perfect operation system and policy encouragement for family farms byactively absorbing the experience of European and American advanced managements.For family farms construction, I suggest government should widely practice andinitiate to implement CCP’s policy of benefiting farmers. We can establish farmlandcontracting circulation mechanism, perfect legislations, establish serviceorganizations for family farmers, flexible operational channels and perfect variouswelfare subsidies and so on. After all,we should complete the needs for familyfarms’liberalization development and healthy growth. Scholars have been searching family farms all the time, but they don’t focus on the specific locations. Combing withthe developing needs for family farmers in central China, this theme embodies thepracticability and pertinence by arranging ideas and putting forward countermeasures.I hope it is contribute to China modern agriculture construction and family farms incentra China.This theme is going to further analysis the family farms constructions in centralChina from the microeconomic and macroeconomic factors.
