Family Farm Development Present Situation,Problem And Countermeasures Research In China

Although the development road of China's family farm is still exploring,it has a long history of development in foreign countries,and according to the natural resources of different countries,shows different characteristics.In the practice of our country,there is the obstructed land circulation,the financing difficulty,the poor management ability of business entities,the lagging social service system and so on,which also has brought the certain difficulty to the scale development of the family farm at present stage.This paper in-depth studies the management theory of household contract,theory of land transfer,the institutional change theory and the theory of scale economies of family farms and defines the concept,connotation and characteristics of family farm.To compare the typical fields such as Jiangsu Province,Liaoning Province,Heilongjiang Province,Gansu Province and Yunnan province is the object of investigation and study.Then it analyzes institutional environment and operating environment of family farms and concludes that moderate scale development of family farms is optimal organizational form in the development of modern agriculture.Generally in five provinces the construction of the family farm is at the beginning stage of development.This paper analyzes the fanner's basic quality,transfer of land,the long-term behavior of investment in farms,and level of agricultural mechanization.And the authors think too much investigation into the lagging original technology,lack of agricultural machinery,crushing the land,and meanwhile constantly strengthened professional quality of farmers which is facing too many difficulties and challenges,and is one of the reasons for the slow development of family farms in undeveloped regions.The typical models of the family farm in our countries and the typical cases of the family farm in five provinces were analyzed.Now provincial governments according to local conditions send the guidance document to promote the land circulation and the development of family farms,strengthen the certification hierarchy,guide the flow of rural land to family farms,increase financial support,definite the standards of family farms and guide the new professional farmers to develop family farms to take the role of service,management,supporters and supervisor.Family farms need the perfect service system of agriculture socialization,build and nurture new farmers' professional system,establish family farms as the main actors and the new model of production management system based on the collective ownership of land,and further improve the"land management law","rural land contract law","property law" and other laws and regulations.Through the empirical data analysis and multiple cases analysis in five typical provinces,the innovation of this paper summarizes the current problems and solutions in the development process of family farms,and sums up the main factors that influence China's family farm.By institutional change theory and the theory of scale economy analysis,the paper proposes the development policy recommendations to the actual situation in China for family farm for decision making.The research methods include literature research and theoretical analysis,case study,inductive method,historical longitudinal study,comparative study and empirical analysis.Data sources include field research,interviews,literature collection and network information retrieval,etc.
