Research Onthe Innovation Of Family Farm System In China

At present,hollow villages,rural population aging,elements of non-agriculture,part-time farming and avocational agriculture are the main problems facing modern agriculture construction in China.The coexistence of high cost and high risk of agricultural economy is the major obstacle to the development of modern agriculture in China.The constraints of resource environment and the shortage of young and middle-aged labor force are major problems facing modern agriculture in China.The family farm,as the most important subject of main production and management in the new agricultural management system,is the inevitable result of inheriting and developing the mechanism advantages of the family contract responsibility system,as the system support for the transformation of agricultural development mode,and as a way to promote agricultural supply side structural reform.It is the realistic demand to deepen rural reform,and also the necessary choice the construction of modern agriculture.It will play an important role in the following aspects: the realization of agricultural production specialization,intensification and scalization,increase of farmer income and labor productivity,ensuring of food security,stabilization of land contract relations,protection of basic farmland quality,further promotion of agricultural productivity and agriculture industry transformation upgrading and sustainable development.Although the development of family farms in China has begun to take shape,but there is still a gap in the institutional support for its development.This paper focuses on the logic of " What is family farm system?-Why should family farm system be innovated?-and How to innovate it?".Applying the institutional change theory,evolutionary game theory,scale economy theory and the theory of property rights and transaction cost theory,and through theoretical analysis,case analysis,comparative analysis,quantitative analysis,this research includes the concept,system and institutional innovation of family farm,the necessity of family farm system innovation,foreign experience in the development of family farm system,the theoretical framework of "three-in-one" family farm system innovation model,multi-dimensional family farm system innovation model,and family farm operation mode and the implementation of family farm system innovation.This paper analyzes the status and obstacles of family farm system innovation.Generally speaking,the development of family farms in China shows a positive trend,but the typical family farm models in Shanghai,Jilin Yanbian,Hubei and Wuhan in Songjiang all have the problems of insufficient support from the perspective of the system,which mainly displays in four aspects: First,the difference of family farm development leads to the difficulty of carrying out the system;Second,unreasonable economic structure leads to poor institutional environment;Third,the complexity and particularity of agricultural production lead to the poor stability of the system;Fourth,the change of macro-economic environment brings new challenges to family farm system innovation.This paper also focuses on the analysis of the main body game behavior of family farm system innovation.Starting from the subject behavior of innovation system,it analyzes the path evolution essence of system innovation.Family farm is the transition form of traditional agricultural production to modern agricultural production,which in essence is a transition mode of non-standardized and non-organization form to standardized enterprise organization form;It also analyzes the behavior of stakeholders in institutional innovation,concluding four kinds of family farm system innovation model according to game strategies for different game behaviors.The paper makes a static analysis of the stability of the institutional equilibrium through the endogenous dynamic model of the two sector,and analyzes the evolution of farmer groups and the evolution of cooperatives through numerical simulation.The analysis shows that family farm system innovation is not the result of single factor,the growth of capital input efficiency and the scale effect of agriculture become the basic elements to drive institutional innovation.Through the experience of family farm system development in the United States,France,Japan and other countries,this paper puts forward the reference to our country.The basic normal form of family farm system innovation is put forward in this paper: the "three-in-one" family farm innovation system.The system arrangement reflects the family management and operation mechanism,the family members as the main labor force,and the moderate scale agricultural production project.The development of family farm is defined as the management subject,market subject and legal subject.The function of family farm development is to promote the development of regional economy,promote the construction of rural culture,and promote the construction of rural communities.The support system of family farm system innovation includes agricultural public policy support system,agricultural science and technology service system and agricultural social service system.At the same time,the linkage innovation theory model of family farm system is constructed.The theoretical system consists of four functional modules: macro environment level,internal factor aspect,external factor aspect and realistic environment.The four functional modules work together and promote together,they have independent functions in the system,and can also reflect the coordinated development,and jointly guarantee the efficient operation and orderly operation of the family farm answers the direction problems of the family farm system innovation in china.Because the domestic family farm system research is still in its infancy,the "three-in-one" system innovation model proposed in this paper is only a theoretical framework,and there is still a gap from the operable policy,which needs further refinement and improvement.The theoretical model of linkage innovation of family farm system may be one of the supporting theories of family farm system innovation,and its scientificity,rationality and value need to be further tested.In the future,to adapt to the development trend of economic globalization and the international and domestic markets of agricultural products,along with the development of modern information technology,such as big data,cloud computing and Internet of things,further research will be deepened.
