This thesis is based on theories and methods of performancemanagement, performance management of service-oriented enterpriseswere analyzed. This paper attempts to introduce a balanced scorecard,designed to build the core of the corporate strategy and vision for theperformance evaluation index system from four aspects of financial,customer, internal business, and learning and growth, and to try to expandthe balanced scorecard in the performance evaluation applications from thethree dimensions of organizations, departments and individuals. This is anew idea for performance evaluation methods, mainly to try to address thefollowing issues:1. Based on the Balanced Scorecard, non-quantitative indicators areintroduced in line with the company’s strategy which are the addition to thefinancial indicators;2. Emphasis on non-quantitative indicators of assessment methodsand quantitative means;3. Introduced tiered system-wide assessment, not just for individualsor organizations;During the implementation of evaluation of Tiered Performance,adequate preparations is needed. Managers are starting by theorganization’s strategic map and then determine the company’s mission,values and vision, analysis and decomposition of the balanced scorecardstrategic indicators and filter out the relevant company card. And thenbuild the enterprises, departments and staff-level Balanced Scorecardindicators system. When screening process indicators for the index weights, especially some of the non-quantitative indicators, the introduction ofWeights Factor Judging Table and Index Matrix Weight adjustment methodbased on the law of entropy are to achieve scientific index systemoptimization. After the three-tier index system is established, fullperformance management evaluation system shall be built to support thesystem in order to achieve the day-to-day operation of the performancemanagement.Finally, the achievements of this article is to create a three-tier systembased on the Balanced Scorecard performance management system whichcan bring a new perspective and scientific method to achieve optimizedmodern performance management.
