Public Crisis Information System(PCIS) is an integral part of the government crisis management system. From the perspective of technology, PCIS is the system collecting, processing and passing crisis information. From the perspective of management, PCIS is an organic combination based on the high-level information center with complete event and integrating other relevant information subsystem.This paper launched a series of research about construction technology of the public crisis information system and implements of key module. The main jobs are as follows:(1) Collect existing researches at home and abroad, summarize current problems existing in the construction of the system, clear the purpose and meaning of this research.(2) Put forward PCIS architecture modeling theory which is component-oriented based on modern information technology, C41SR and the thought of crossover study about public crisis information management. Provide the methodology foundation for analysis and design of PCIS. Form the basic paradigm of public crisis information system construction.(3) Create All View(AV) of PCIS. Analyze to determine the functional requirements of PCIS based on whole life cycle of emergency response and principle of high cohesion and low coupling. Determine the range of PCIS, construction goal, expected users, development environment and integrated dictionary.(4) Create Function View(FV) of PCIS. Using UML technology, design emergency response activities, response factors and information flow supported by PCIS through the way of graphics and tables based on emergency response process.(5) Create Support View(SV) of PCIS. Create models of subsystems, components, data, and the relationship between each other. Define the node, component of the system and the interoperability between each other.(6) Create Technology View(SV) of PCIS. Make system technical specification from two points of view:database and information coding based on the whole PCIS construction. Lay a foundation for information resources integration and sharing of PCIS.(7) Implement emergency management subsystem preliminary based on the analysis and design of Four Views before. Build environmental and platform for achieving this subsystem. Implement the man-machine interaction interface supporting functions of emergency management subsystem using technologies of JSP> Java> SQL> CBR.(8) Summarize the whole work and lookout further exploration in direction of construction of public crisis information system.
