Effective crisis management can be done,only if we do effective diffusion management This thesis bases on system theory,it gives theory support to media early warning and expatiates what principle should media early warning follow according to system rules.This thesis does the work from three subsystems of early warning message system what are information collect system,information identify system and information release system.The thesis points out the disadvantages of the early warning system in China and puts forward some suggestions and comments in order to improve the capacity of our crisis management and make some contribution to harmonious society build up.This thesis tells disadvantages of early warning information system in our country according to system rules:Early warning information collect system:has not built up veriest information collect system.What we have is simplex institution which can collect disaster information for only one type.Resources and information are hard to be used effectively in a short time.The advantage of media to collect message is not exerted efficiently.Early warning information identify system:ignore regular outside institutions' information diagnose and estimate.The capacity of media to identify and diagnose crisis has not been used fully.Early warning information release system:channels to release early warning information are lagged,information can not be released immediately and totally.Media likes "Reporting nothing but good news".Thus,the thesis gives some suggestions:enrich our early warning information collection channels.Strengthen early warning information collect function of the mass media.Perfect inside and outside information identify.Improve early warning information release system,release early warning information in time.
