With the influence of global climate continues warming and human activities change, the Qinghai-Tibet plateau permafrost showed a trend of regional degradation. Along with the Qinghai-Tibet highway, permafrost degradation caused by a variety of hot melt disasters such as road subgrade settlement deformation, deformation cracking railway bridge transition section. It will bring some harm to the normal operation of the Qinghai-Tibet Highway. It is of great importance to establish disaster information system to protect the permafrost area engineering facilities. Du to the permafrost hazards data has the characteristics of large amount of information, wide distribution, and obvious change with time, this thesis uses WebGIS technology for huge amounts of data management, which can realize fast data transfer and information dynamic update. WebGIS is an important branch of nowadays’ GIS field, the technology can effectively combine the attribute information data with the spatial information data in a very intuitive way to display the location of the fixed entity and directly manage the entity object on the map. WebGIS system is easy to operate, simple interface, store large amount of information and so on.This thesis is based on the open source GIS platform, analysis the basic principle of functional characteristics of WebGIS technology, while gives the advantages and disadvantages of different implementation of WebGIS. According to the WebGIS’s advantages and disadvantages and the characteristics of frozen soil disaster, the WebGIS platform is implemented based on Ajax technology. The main function of the system includes GIS functionality and business property features parts. GIS functionality including map loads and spatial data query, property business function mainly includes the use of TTOP model to simulate and calculate the distribution of the65 meteorological stations of the frozen soil and the change of the thickness of the frozen soil active layer, the model is integrated into the system, using WebGIS technology permafrost hazards information for statistical analysis.The construction mode of the system use the open source database PostgreSQL and spatialdatabase engine Post GIS to store the spatial data and attribute data; using the map server Geoserver to publish map services; using JavaScript library Openlayers to express the map. After testing system, it has high operation efficiency and achieves the design requirements to meet the permafrost engineering disaster information management requirements.
