With the rapid development of information technology and increasingly fierce business competition, the transaction processing enterprises have gradually made use of scientific and modern management; especially on the staff performance appraisal management, the subjective influence of traditional assessment has many managers. This paper will discuss the development process of employee performance management system: performance management system requirements analysis, system function design, database design, system implementation. The system structure, system function design of the system to do a comprehensive and detailed exposition, and then all the functional modules for the system to do the specific analysis and research. Through the analysis of the system functions and data flow, database logical structure, and the realization of all kinds of information query, delete operation.This essay adopts the C# programming language and base on the ACCESS database to developing the performance management system. By analyses the application background and development situation of the performance management, the groundwork and the target of performance management system development can be defined. This paper manly analyses the demand of performance management system, and illustrate the structure and function of the system particularly from the aspects of the system function design and database design. In view of concretely analyses each function modules of the system and the date flow, the performance contract which is the most important part can be designed and the logical construction of the database can be obtained. Meanwhile, this paper has introduced the main functions and practical applications of the system.Finally, with the example of the sales personnel performance assessment of a chemical materials company, the results reveal that the performance management system releases the manager from their heavy and complex work. And it improves the management efficiency and lowers the administrative cost remarkable, which allow the enterprise management tending toward perfection.
