As the internet becomes more convenient and opening-up, people have been highly dependent on it. Internet’s rapid dissemination and easy access have resulted in lots of major public events which makes the security situation much more critical. On that account, this paper has proposed a calculation algorithm of public opinion index on hierarchical assessment indicators system using fuzzy synthetic evaluation.Firstly, this paper introduces the construction of hierarchical assessment indicators system and the meanings of indicators based on subject classification. Compared with the traditional indicators system, this system takes time, range, sum, propagation path into account which makes it more comprehensive and easy to quantify.Secondly, this paper introduces the calculating process of indicators’ weight in detail. It has proposed a consistency correction algorithm based on maximum deviation. The algorithm has less correction times and little correction margin than normal algorithms which can save more original judgment information of experts. Then this paper uses compatibility indicator to evaluate the distance of expert judgments and proposes matrix filtering algorithm and group clustering algorithm to calculate the synthetic weight vector for different situations. Both of the algorithms have good credibility and consistency with the validity test.Thirdly, this paper introduces the index calculation algorithm after analyzing the fuzzy synthetic evaluation model. The algorithm uses continuous function instead of discrete function to calculate the index which makes the index more accurate. Meanwhile, the algorithm uses relative thresholds to replace absolute thresholds which can eliminate the influence of public opinion data size. When calculating the index value of high-level topic, this paper uses websites cover rate to set the weight of subtopics which avoids the affect of unbalanced subtopic index values.Finally with the examination of simulation, the index based on this algorithm can describe the status of internet public opinion well and predict the trend accurately which shows good practicality and validity of the calculation algorithm.
