Research On The Guidance Of Public Opinion In Th E WW-Media Era

"Everyone is journalist" in we-media era,which made significant changes in the framework of media.In the new era,the dissemination of public opinion has the characteristics of self-independence, amateur and interactive communication.Public opinion dissemination becomes more rapid on the basis of internet technology,The citizens can participate in the widely discussion,which brings a great challenge to the government’s social management.On the one hand, it is imperative to expand the channel which is benefit to supervise government and participate in the process of public affairs decision-making,it is also play a positive role in the process of political democratization.On the other hand,the simplify of technique and easy maneuverability have caused the explosive increasement of the online information,it is hardly to review the truth of information, both of them bring challenges to the guidance of public opinion and consensus-building management system.In this paper,by means of analyzing the typical cases from the media environment - the 8/12 explosion accidents in Tianjin Binhai New Area.We can found that since the media environment of public opinion guidance changed positively in the idea and way, but the government in the public opinion guidance also exist the following problems:the government public opinion guide lag, the government, public opinion to guide the management does not reach the designated position and misuse of government public opinion to guide public opinion in this lifetime,so it is difficult for the government to control the public opinion. In addition, the problems of the guidance of public opinion including the resolution regime of public sentiment is not perfect,the publish regime of press release is not perfect,a defective statutory framework, the government、we-media and the citizens need to improve in media literacy.So we give some suggestions to solve these problems,like perfecting net forewarning mechanism to improve supervision,perfecting the publish regime of press release, perfecting relevant laws and regulation,mproving media literacy of the government、we-media and the citizens.They help government deal with emergent public affairs more scientifically.Guiding the emergent public affairs under the we-media era correctly will help the government practice the mainstreaming ideology communication and stable public best mood.Finally we will create a favorable environment for social development.
