In this article, after current situation and demands of youth imbark and employment been analyzed, nine specific demands are summed up and focused on determine the system design principal and goals. The system platform design includes system construction technique route, system construction design, systems network architecture design and database design. Then the detailed design proposal is presented, including system platform function planning, based on which the monolithic function design is carried on. The monolithic function contains business application and information service portal, nine subsystems of core business, related supporting databases and data exchanging and sharing interface. Finally, the functions of each subsystem are represented in detail.
