The youth’s imbark and employment has always been focused on as one of the most significant issues by every national government around the world in all periods. The active atmosphere for the youth to start their own business is a motive power for technological innovation, and a good employment situation is one crucial foundation for social stability. Therefore, all countries research this issue extensively and deeply.In the context of the global financial crisis, youth imbark and occupation management, guidance and service have always been important works for Chinese government, at all levels, related enterprise and public institution and organizations. For a period of time various projects for assisting imbark and policies for promoting employment have been taken out by both the central and local governments to help the youth begin an undertaking and start a career. However, how to conduct the management of these projects precisely, provide young people with a wealth of entrepreneurial and employment information, and improve service levels have become new problems to be solved.In this article, the current youth imbark and employment demand is analyzed, and combining current information technology development status a design scheme for youth imbark and employment service platform system is proposed based on Microsoft. NET solution program. The platform system, consisting of multiple subsystems, being suitable for Youth League to conduct imbark and employment management and able to provide young people with career education, vocational skills training and other employment information service, is a comprehensive platform for youth imbark and employment services. In this article, after current situation and demands of youth imbark and employment been analyzed, nine specific demands are summed up and focused on determine the system design principal and goals. The system platform design includes system construction technique route, system construction design, systems network architecture design and database design. Then the detailed design proposal is presented, including system platform function planning, based on which the monolithic function design is carried on. The monolithic function contains business application and information service portal, nine subsystems of core business, related supporting databases and data exchanging and sharing interface. Finally, the functions of each subsystem are represented in detail.
