With the development of information science and technology, more and more computers and communications technologies applied to medical activities every day. Recently, computers have become an essential tool in hospitals, while HIS, CIS, PACS and other information systems play an important role in facilitating and simplifying the daily work flow. Otherwise, the application of computer information system records more reliable, accurate and effective. In the context of health system reform, Binzhou Medical College hospital has established the Yellow River Delta Regional Medical Center through a year of construction. To be Regional Medical Center, Binzhou Medical College hospital will do well in medical, teaching and research. With the classification of medical policy, patients will be achieve graded clinics, "small one cure in county, big one call remote med", "Do operation in big hospital, winding in county" so that Tel monitoring system will have great room for development. Relying on the existing equipment in Binzhou Medical College Hospital, we would to design and build a group of experts to the remote to the local hospital patient care and clinic information system multi-physiology-parameter remote monitoring platform.System is based on the c#; the language is object-oriented, modular programming, simple data processing security, fast, according to the platform’s architecture also used ASP.NET, ADO. NET and database technologies, through the design and development of each module, last running instance of the system is given, more parameters are verified the feasibility and validity of the information platform for remote monitoring.With multi-parameter monitors and portable monitoring devices such as blood glucose Analyzer, we can monitor patients several physiological parameters in local hospital, such as blood pressure, heart rate, blood oxygen, glucose and other physiological indicators. So they can give us a comprehensive analysis of the patient’s physical condition. And through high clear audio system, patients and remote specialist can imply real-time video and the dialogue. The remote specialist can do a comprehensive understand of illness from patients of words and deeds manners. These guardianship data and audio data by place client summary, and coding, and package through health system dedicated network sent to bin medical attached hospital server, experts group can achieved on patients illness of full control through high clear display and the voice equipment, and then, achieved on the patients’ guardianship and treatment guide.We analyzed the information platform system requirement by referencing to the basic processes of remote monitoring. The information platform consists of five groups; they are remote experts, local doctors, patients, technicians and management personnel. Different categories of personnel have different system requirements. By Modular management, they can step in different module. Remote experts can through the platform achieved personal information and the scheduling of view and modified, and patients information query and review, and also can achieved and patients and place doctor of real-time video Exchange and the guardianship; place doctor can achieved on patients of guardianship and the and remote experts of Exchange, and guide; patients can check out remote experts of basic information and can and remote experts real-time Exchange; engineering technicians can achieved on instrument equipment of management and registration; management personnel can achieved on personnel and the equipment of management.Finally the development of multi-parameter information platform for remote monitoring is summarized, and their flaws and shortcomings, and directions for further work.
