In this context and need to the status of China Petroleum existing information system analysis, to establish a scientific and reasonable enterprise management information system, so as to provide ideas and methods to solve the contradiction between large-scale energy enterprise information high speed development and management efficiency. China national petroleum corporation is a business all over the world, oil global sales, petroleum refining, oil exploration, bilateral trade and oil reserves as large energy industry of the whole enterprise, and is rapidly developing. In addition, the information construction of overall objectives are: to set up a network is smooth, excellent performance, high and new science and technology of intelligent information platform, integrated system and promote the development of the business of oil related fundamentally. In addition, also need to improve their own information construction, strive to reach the world average, and gradually abandon the backward traditional idea, and then in the direction of science and technology, digital vigorously.Through research China’s oil business development planning, system construction of the status quo. Analysis the next five to ten years, long-term demand, and according to the characteristics of the petroleum enterprise information technology developmenttrend and business, draw lessons from the successful experience of international best practice and domestic and international information management system, the establishment of centralized information monitoring system, unified service process management system and the configuration management database, for operation and maintenance management information system provides basic guarantee and improve the reliability and performance of China petroleum information technology infrastructure,so as to ensure the smooth and efficient operation of the various business systems,business support of sustainable development, improve the it operation and maintenance level, reduce it service support costs.In this paper, combining with the characteristics of the development of China’s petroleum information system, the reference current more advanced information management method, targeted put forward: to establish on the basis of ITIL thought of China petroleum information system management system, this system consists of information system management strategy, information systems management platform,this system to standardized enterprise existing information system and the construction of the new system. This paper combed the China petroleum and specific requirements of the construction of information management platform, and the overall design of information management platform, from the function, including centralized collection,event management, comprehensive exhibition, configuration management database(CMDB) and five service process management module; From the platform structure,mainly divided into acquisition layer, convergence layer and layer three layer architecture, the service process management for the application of the layers of management and supervision. According to the overall design of petrochina’s information management platform construction, the management platform of software development, system deployment scheme has carried on the detailed planning, and puts forward the platform test plan, the system deployment is completed, the application effect of the comprehensive evaluation, the results prove that: establish on the basis of ITIL thought of China petroleum information system is the right direction in thedevelopment of the enterprise information management system, set up information system on the system management platform can effectively solve the difficult problems in the information management process.
