Therefore, strengthening water environment management of river basin, protection virtuous cycle of ecosystems has become a strategic requirement of water ecological civilization construction. However, In the water environment management, institutional vacancy and technical lag problems persist for a long time. And the management of basin ecological environment with complex, multi-scale and multi-objective characteristics. All of these factors lead to water environment management become problems long-term plagued the people.Qingyi river basin as the important water areas along the river of control flood, drainage, receiving pollution and Urban landscape water, its water environment pollution problem in urgent need of governance. But at present many problems exist in the basin management, such as water environment information sharing, connectivity and business together are difficult. They have an urgent need to rely on the information means to build a management platform that multi-objective integrated and multi-sectoral decision-making of river basin in order to break the barriers to "data" and make water environment information openness and sharing come true. Water environment basic information system based on Web and GIS technology is the basis and premise of achieving this goal.Based on a national important and special project about river basin water pollution control and management technology, this paper has completed a series of research and practice about water environment basic information service system, based on Web GIS technology and B/S architecture designed and developed to realize the water environment information system of Qingyi river. In the process of system development, first of all, the study have completed early demand survey and data collection work in order to make it clear that system construction goal and the function demand to design the system architecture, function and running environment detailly. In system development stage, make full use of GIS spatial database technology, Web GIS services technology and ArcGIS API for JavaScript and so on a variety of development technology, based on Asp.NET framework develop to realize the specific function of each module of river basin water environment basic information system.Qingyi river basin water environment basic information system has realized a series of functions that include online acquisition, storage, display, query, editing, analysis, statistics, output, and other functions about the basin spatial information, the water environment monitoring information, multi-media information, user information, and other various types of basic information. It provides many basic information services for river basin, such as geographic information, the project information of water environment management and so on. These provides the basis for building mechanism of information online management, analysis and sharing. More important, It is beneficial realizing water environment management information sharing of river basin, connectivity and business synergy. And provide a support system for building the management platform that multi-objective integrated and multi-sectoral decision-making of river basin. |
