Songhua River is part of China’s seven major rivers, its basin area covers vastly whichinvolving more than20cities and Crossing the northeast Jilin, Heilongjiang and Liaoningprovinces and Inner Mongolia Autonomous Region, a total length of more than1.9thousandkilometers. It’s an important energy base of agriculture and industry and also an agricultureproduction base for our country. After reform and opening-up, the economic development andpopulation growth raising the water pollution, which not only resulting in the environment andpeople’s lives, but also the border Heilongjiang water quality, it has been a serious internationalproblem. Under the serious case for solving the issue, not only supplement of policies and lawsneeds, but also the research and development of the water quality management, monitoring, earlywarning, emergency decision system.The content of the paper originates from the national “Songhua River basin water qualitymanagement decision support system” of "water pollution control and management of majorscience and technology special subject ", which research and analysis the database according to themultiple-types and multiple-scale of Songhua River. The paper use technology methodsestablishing water quality database to provide data support for future work on water qualityassessment, early warning, assessment of pollution accident, emergency response and decision etc.In this paper, it analysis the development about the Spatial Database and research the progresson water quality management firstly, then make the content of this study according thedevelopment: building the Songhua River water quality spatial database to implement theintegration of graphic data and attribute data storage and on the basis establishing the system toachieve water quality spatial data automation, intelligent and visualization management.The design and implementation of the system is using RUP as a guide, which follows the useracting and iterative connotation. The paper using C#.NET and ArcGIS Engine as the developedplatform, which achieved the following results:(1)Completed the geographic information, the river water information, water qualitymonitoring database building Based on the ArcGIS object-oriented data model geodatabase andstandardized requirements.(2)The paper make the RUP workflow as a guide and simplified it into some pieces adapt tothe system. In the end, the paper design the final system according the previous (3)The paper design the space database management system based on C#. NET andArcEngine which could browse the Songhua River Basin data and graphics data, symbolmanagement, thematic map production, data query, map manipulation and other GIS functions, andprovide visual support for Songhua River quality management.(4)The construction of the system is information sharing. The data using in system is frommultiple departments. The followed research about the Songhua River Basin can obtain data fromthe system.
