Many countries and organizations have accumulated a large number of earth observation data with Earth Observations (EO) technology evolving. China has an urgent need for international EO data; and domestic EO data shared to the international community is still quite limited. Therefore, there is a great significance to achieve domestic and foreign EO data sharing.GEOPortal, a global EO data entry point portal, provides a mechanism for EO data sharing services. Currently GEOPortal brings together a lot of EO metadatas from many countries and institutions, therefore, getting international data from GEOPortal, and sharing domestic data to GEOPortal. This is a trend to share data. At the same time, publishing national data to international users through the web site is a more direct method to share China EO data.This paper focuses on the above requirements, designed and implemented a portal to release China EO metadata and information to foreign users, and share domestic EO data to GEOPortal, and get metadata from GEOPortal. The portal built by integrating Struts2, Spring and Hibernate framework (SSH framework). The portal is mainly to get EO metadata by GEO Discover and Access Broker (GEO DAB) providing by GEOPortal, and to share domestic EO metadata to GEOPortal by using WebService technology. The portal also privided a function to retrieve domestic EO metadata. On the one hand the portal serves as a "National Earth Observation Data Sharing Platform" (Sharing Platform) website’s English website, and on the other hand serves as the Group on Earth Observations (GEO) Portal’s China portal.
