The main work of the paper is a part of "Science and Technology Resources Database Network Construction of Hebei Province". The feature of Science and Technology Resources Database are varies of disciplines, distributed, heterogeneous and huge data quantity. With disciplines database and data quantity increasing rapidly, data management and interoperability become one of the key problems in network platform construction after Science and Technology Resources Database metadata schema has preliminarily established. The dissertation is based on database theories, XML and Web Services technology. It focuses on developing metadata registry and application mechanism in Science and Technology Resources Database and composing the universal retrieval service of heterogeneous data resources.The main works in this paper include:1. We elaborate the related technique in and out of our country, introduce the basic concepts and functions of the metadata registry system, study the method of parsing XML file and analyze Web Services technology;2. Combining with the feature of the Science and Technology Resources Database, we establish metadata schema frame, carry on the gradings of the Science and Technology Resources Database metadata schema, and implement the interoperation in core metadata level.3. We research the key technologies in system design, give the solution of metadata schema registry, the semantic mapping, the metadata schema example file conversion and how to storage the XML data in relation databases.4. We give the methods of Web Services; explain the implementation of the universal retrieval of heterogeneous data resource with the realization of the crops resources as an example.
