With the boosting of the present great-leap-forward development of the railway, the abundant use of Harmony locomotives step by step and the continuous adjustment of, under the background that control center and inspection and repair base for harmony locomotives, with the establishment of the new "big-use" pattern that takes "long routing, crew shifting system and locomotive circulation as the mark, locomotive routing and crew route transform deeply and obviously. How to carry out and implement locomotive application strategic target of big-use, big-reconditioning and big-inspection in accordance with machinery management working principle. All these situations put forward new requirements on locomotive dispatch, application and security management.Based on B/S system, this thesis employs safety management information system to design and achieve the application of maintenance. The author’s work is mainly as follows:(1) This thesis introduces the current situation of locomotive maintenance and analyzes the new requirements brought by the adjustment of the present railway transportation productivity distribution and sets forth the significance and the realistic value of building locomotive application safety management information system.(2) This thesis centers on the two key elements, locomotive and crew, to make systematic demand analysis and connects with the business management of locomotive and crew in transit, segment and on site and designs business framework systematically.(3) This thesis employs safety management system to design system business structure and system module from the aspects of system business structure and the information flow of various systems, database planning and code planning.(4) This thesis achieves and certifies the system from several aspects, including network structure, the structure of software and hardware of the system, data communication, system safety and system interface.(5) This thesis introduces the actual effect that the system could achieve at last and outlooks the development of future locomotive application.
