With the rapid development of China’s railway, the continuous railway reform and the adjustment of productivity distribution, the management of railway transportation and production has great changes. Especially as the source of railway transportation, the management of locomotive and the engineman is changing considerably. The traditional management of locomotive and engineman can not adapt to the current situation. Use of information system can make daily engineman management informatization. It provides information classification and statistical data for manager objectively and accurately. Thus the policies which has stronger pertinence and predictive is established. It can prevent accident and reduce accidents cycle, and it is more beneficial to safety production and scientific management to railway transportation.This paper presents the design and implementation of locomotive safety management information system for Harbin railway bureau. Aimed at the problem of decentralized management and the difficulty of safety management, this paper researches various factors affecting locomotive safety and the cause of the accident. By using method of system combination, this paper introduces a new management method, which is unified supervision for locomotive safety management information by unified command and classification management. By using the computer technology and information technology, reinforcing the management of engineman safety, considering the constraints of various factors, realizes the overall and secure control, improves the level of locomotive safety management.This paper researches and analyses the current situation of locomotive safety management. On the basis of business requirement and functional requirement, it builds the locomotive safety management information system based on hybrid construct of C/S and B/S. The main research contents are as follows:First, the paper researches and analyses the management mechanism for engineman, introduces the duties of locomotive management department whose function is management for engineman. It completes the requirements analysis of locomotive safety management. Based on the management processes for engineman and management method of railway ministry, a management method is put forward, which includes unified command, classification management and transparency personnel information and work information. By using computer, realizes the automated management such as data saving, managing, counting and inquiring, builds a management platform and provides the standardization locomotive safety management information system.Second, describes requirement analysis of function for locomotive safety management information system. This system is based on hybrid construct of C/S and B/S, it includes presentation layer, the business layer and the system services layer. The overall design for locomotive safety management information system is introduced, which divides the system into six function modules. The design strengthens the correlation, interaction, conditionality of modules, which can reduce the difficulty of software development, shorten the developing cycle, realize the reusability of function modules, and reduce the complexity and workload of software maintenance.Third, by using object-oriented software analysis and design method, analyzes and extracts data objects. According to the UML diagrams realizes business logic design, eventually completes the system detailed design of the main module. It mainly realizes the management functions of engineman’s basic information, education information, skills information, work information and quality information. It also realizes the management functions of using cadre work information, technology information and assessment information. Based on graphs, this paper emphatically introduces the process of engineman information management in the locomotive safety management information system. It realizes the safety management control to the engineman attendance, details the personnel authority of different users in the system. Combining with the engineman operation information analysis and statistics, realizes the effective supervision management to locomotive personnel. Finally, by applied analyzing for locomotive safety management information, compared traditional management method with the new method which includes data management, query statistics, system maintenance and information safety collection, it illustrates the superiority of this system, and realizes the informatization and unitization of locomotive safety.This system is designed for the locomotive safety management mode, which has its practical value. It makes the information query and share management for engineman and manager with great convenience, and it reduces the rate of train operation accident, realizes the effective supervision to engineman, and provides the support for development of railway locomotive system.
