During the period of "11th five-year plan", the network information distributing platform was constructed by Chinese Academy of Sciences (CAS) based on web1.0. At present, the system resource capacity close to saturation, For response to the rapid expansion in network information distributing environment, the network information distributing platform will be upgraded with new cloud architecture which based on web2.0 by Chinese Academy of Sciences (CAS).Two requests to be proposed that upgrade process shouldn’t influence the use of production system only, but also need to ensure that the existing data can be migrated to the new system safely and effectively. The platform migration project need a comprehensive risk analysis to ensure the data security and the stability of the system function. No risk prevention and emergency measures, no project succeed.This thesis research for the effect of project management theory in system upgrade project and take the network information distributing platform of CAS as an example to identify risks, quantitative assess risks and make risk reaction measure.The FMEA is a method which be used in risk management of the system upgrade project. It proposes a simple risk calculation table method and the visual management methods is introduced in this table which the present risk status can be marked with different stage, different severity and different color as a means of risk identification and avoidance. So as to provide an effective risk reaction measure to ensure the project process succeed.An overall risk analysis for network information distributing platform is included in this essay, which based on a large number of literature review and research practice. The main research contents as follows:(1) According to the SWOT method, it analyzes the background and the environment of the information platform upgrade project, determines the core objectives of the project management, and determines the failure of the project.(2) After an introduction to the background information platform upgrade project, the project takes an overall risk identification for whole project though WBS-RBS method. Application methods WBS work breakdown structure of the project for each stage of subsystems, each subsystem applications RBS analysis method corresponding risk factors, also establish a corresponding risk matrix:WBS-RBS code list is used as the basis of risk estimation.(3) This thesis take the network information distributing platform of CAS as an example, use the FMEA method to analyze the key importance degree of each risk factor, establish the risk index evaluation standard of the project and determine the priority order of the main risks in the project, and conclude risk comprehensive assessment scores during system upgrade processing in order to provide a better theoretical foundation for the future risk treatment and control.
